It probably wasn't until college that I finally figured out learning methods that worked best for me. We were told to memorize a set of data or study a particular chapter, but never really taught how to learn. Years later, I continue to see younger generations confronted with a similar struggle.

Why not create a website the helps us "learn how to learn"? Develop a set of questions that help determine the type of learning methods that may work best for an individual (e.g., are they a visual person?) Based on this quick analysis, the system would offer a learning plan that is extracted from a pre-determined "inventory" of learning methods, tools and tricks.

I think the problem lies with the public education system, it sucks. We are churning out idiots at a record pace. Weather its through incompetance or weather the powers that be want a dumbed down easier to control flock of sheeple is the underlying question. The whole system needs to be sacked and rebult after the Japanese model!

Yet I hear the Japanese want to redesign their own to encourage greater innovation, independent thinking, etc.

I believe anybody who wants to learn will teach himself through experience, and it doesn't take long at all if the motivation is there.

Part of the problem is that our society (faith, tv, etc) encourages people to be intellectually passive, and the capitalistic transfer of education-requiring jobs offshore has not helped.
