Remember that time you went to the public bathroom and in order to use the toilet cover sheet you would have to wipe the toilet sit first cause somebody sprayed it all over before you?
My idea is to have a toliet sit made from stacked paper sheets in the exact shape of the toilet sit. When new person comes in s/he just pulls the sheet off the toilet sit and there is new and fresh one under it. Just throw an old one away and you are good to go. Two things: the sheet has to be water proof from the top side (to prevent pee from soaking through to the next sheet) and it has to have a toungue on the side to make it easy to pull it off so you do not have to touch the part where somebody was sitting before.
The sit like this will not be made entirely of the paper sheets - it will have to have a regular plastic base so when we reach the last sheet we still have something to sit on comfortably.
I think it has advantages to existing cover sheets since it covers the all the areas you sit on completely unlike the cover sheets that slide and make you your butt exposed to uncovered areas.

A better idea would be to have an automatic cleaner that would spray disinfectant and then wipe it off the toilet seat. You could press a button to do this so you know that it had been done right before you need to use the toilet seat.
even better to combat spray is a spring loaded toilet seat that is always in the up position when no one is sitting on it. while someone is sitting on it, his weight keeps it down. when he gets up, it pops back up into the up position.
I think that "better" comments should be referred to as "alternative". It is not possible to deem an idea as "better" until a criteria has been clearly defined....
Already exists in some public places, like Airports "Dubai Airport" for example
