Chances are this is presently in use. Faraday flashlights(the ones shaken to be activated) for miners along with their regular lanterns.When I heard about the Utah mine tragedy, reporters, ministers and the like were commenting on surviving miners in the dark and of the limitation of their battery powered lanterns, I thought of the common Faraday f;ashlite that I carry in my car.

You have hit on part of a great idea for a non-profit organization. Expand it to include disaster relief and preparedness and you can go grant crazy and have a warm fuzzy feeling distributing all of the lights. A forever light in every home, for every miner, and loads of them to roll into disaster areas. Less of a problem then truck loads of batteries.
Initial cost has a lot to do with these things.
