Any pet that has been proven by previous evidence to be able to kill humans will be treated as a dangerous weapon, thereby subjecting the owner of the pet to weapon charges if said pet attacks another citizen. Lethal pets defined as animals that have killed more then 5 humans in a single year 5 years running, that way you remove the freak accident pets. Control your pet law?

Why wait for five people to be killed? If the owner does not exhibit enough control over the "pet" to prevent "accidents" that person needs serious jacking up immediately.
You could discourage people with lethal pets by making them eat whatever their pet kills. Saves on funeral costs too.
People who keep "pets" capable of hurting or killing people really need to be responsible enough to prevent said "pets" from interacting with other people unsupervised.
If your so called pet hurts someone the pet should be immediately "put to sleep" and you should stand trial.
Period.
Certain dog breeds are known to be dangerous. The rational thing would be to ban these breeds - pit bulls, etc. People who own dogs like that are simply irresponsible and are looking for trouble.
If I can't carry a loaded gun in public, then I shouldn't be permitted to walk around with a dog that was bred to kill.
any domestic animal that bites a person other than it's owner should be put down. simple.
if the animal kills even one person it should be investigated, and excluding extenuating circumstances, it should be euthinized. Here in the US, if 2 or more reports of attack from a dog are reported, again barring extenuating circumstances, the dog is euthanized, and if the owner resists, hides, or releases the animal, there are serious charges. the idea of an animal having to kill 5 people to prove it is dangerous is absolutely absurd.
What happens when your pet H5N1 virus gets out? Or when a cow gores someone who's fiddling with her calf. Given your criteria and industry accidents with horses and livestock animals - likely cows, bulls, and other large livestock would all fit in your "dangerous animals" spectrum. What about pet bees that sting peoplewho have allergies to bees? What about your pet common cold virus; deer tick;black plague on a rat?
Then you must better qualify pet as a predator animal that does not have access to a secure habitat? And how do you define the habitat/animal ratio - in acres? Predators with proper habitat don't kill people. Methinks your law will be exceedingly complex.
I suspect that Sam was referring to dog breeds which have been known to kill a certain number of people, rather than individual dogs. This would definitely include pit bulls, which are favored by criminal gangs for this reason.
I am not aware of anybody keeping viruses as pets, and private individuals found with such would certainly fall under the auspices of the Department of Homeland Security. As for cows, they are generally fenced in, and persons who work with them do it for a living.
Why is it the dogs fault and have to be destroyed because some jackass who chances are bought the animal for illegal purposes cannot control it? Look at the facts-weel socialed animals who are socialized right from day one are not found in the drug community. The dogs that are there are the vicious ones who are taught to be aggressive to protect the owners investments. Don't punish the dog. Punish the owner.
