Manufacture cell phones where the first ring is silent. A computer could go through all the numbers continuously with a single signal which could negate any devious intent(trigger devices, etc) that an individual would be using it for.Since the phone user would not hear the first ring he would not be inconvenienced - he would just be answering on the second ring.
