Why not pay SAT tutors a fee that is commensurate with the student's actual score increase? Pay for what you get; get what you pay for.

That might make it difficult for bad students to get help.
Why not just tip the tutor after you get your students score back. Don't put it all on the tutor, some students just don't do well on tests, no matter how much they are prepared.
I don't think that it would make it tough for bad students to get help because the "worse" the student, the more opportunity for increases. Also, it would take a good bit of data to figure out how much to charge. You also might want to stagger prices based on baseline scores (i.e. it's harder to go from 1400 to 1500 than it is to go from 800 - 900).
