The probability of this suggestion being implemented is pretty close to zero but it has some things to recommend it. The extensive preprimary and pre-election campaigning now in operation is evoking many promises about official behavior once an official is elected. Past behavior has not been encouraging as to officials living up to their promises. If each elected official were permitted one year of trial in office with recall as a consequence of not living up to expectations the nation could expect at one year of conformity to promised behavior. Upon recall there could be a new election if the official was disappointing. Considering the current bad behavior of officials this might engender some improvement in government and better response to public opinion. The downside might be that the very expensive and hectic consequences would make public life even wilder and wasteful of money than it is now. But it seemed to work in California with the governor so it might work in the nation as a whole.

Members of the US House of representatives are elected to terms of two years; the result of this is perpetual campaigning. The ultimate goal for many Representatives is a seat in the US Senate, with its 6-year terms, so in some respects you could consider this idea "baked" already.
