Density Detour System (DDS) | |||||||||||||||||
Link traffic reports to GPS systems such that anyone with a navigation system has real time traffic density information as they move toward their destination. A light peach road indicates free flow. A dark orange road indicates that traffic is bumper to bumper. Shades in between indicate varying degrees of traffic density. The driver can then choose whether to head into the juggernaut or to take an alternate route.

It would take a secondary terrestrial data service to supply that data to navigation systems. Maybe a cell phone based data service.
Look into the Dash brand GPS navigation devices. They have built in cell-phone modems and use that to get online data of numerous sorts to aid in navigation.
