Laptop, cell phone, and other chargers are constantly running and "transforming" 120 to 5volts, etc... the end connector should have a sensor that stops charging a device once it's fully charged. it should also stop the output of electricity... this could be done by either having a loop type of wiring that only continues the electric flow at the output connector... or by some other advanced technology.. sorry to be vague..

Simplish:
Have a microchip on the mains side of the supply basically turn on the supply for a few seconds every couple minutes. A signal from the device (through an optoisolator) would direct the PS to stay on, if need, or else the microchip will turn the PSU off and try again later.
