To limit speeds of vehicles where speed limits exist, put machine readable speed indicators in speed signs, and require governors in vehicles that read and limit the speed of a vehicle to that maximum. Governor would automatically adjust maximum speed for school zones, city or highway driving etc.

This could be a decent idea for repeat offense drivers.
I might agree with you using a german driving speed system, where thereare areas of "unzoned" speeds outside of populated areas; and areas of strict speed governance. Then your idea might allow car drivers the libertyto pick their moment when nobody is around; whilst keeping to the law whenit counts by schools and inside populated areas.
