I live in a small space without room for a bookcase, so I took one of those over-the-door hanging shoe racks and put my books in it. Paperback are about 1/2 inch wider than the rack, but they fit in fine, anyway -- the rack just stands 1/2 away from the door rather than flush with it. Hardback books and large books I put in with the covers facing front.

In-general, the hinges of interior doors use fairly short screws to hang the door from. As such, they can not reliably hold significant weight over time.
An over the door bookshelf would cause damage to a doors and hinges, therefore the liability for making such a system would negate any legitimate profits.
A person would not damage their own home by using such a system. So the only people that would use them are renters. I would evict a renter that damaged my property with such a system.
A bookshelf sits on the floor for a reason. The combined weight of books can be more than a hundred pounds; especially in humid environments.
