A car alarm woke me up this morning and got me thinking.Why not have cities require car alarm owners to register at least one telephone number when a car alarm is installed. The city would keep a private database linking the phone number and the licenseplate number. Citizens who hear a car alarm could call or login and give the license plate number and location of car, the system would automatically call the owner's telephone number and a tow truck company. The owner would be told that alarm is going off. Tow truck would be told that they could tow the car if alarm was still ringing in 5 minutes.
