THEIR SHOULD BE A IMPARTIAL AGENCY CERTIFYING AN INDIVIDUAL ABOUT HIS BACKGROUND . THE AGENCY WILL HAVE ALL THE PERSONAL DETAILS OF THE INDIVIDUAL (HIS PHOTO, FINGER PRINT, DETAILS OF RESIDENCE HIS FAMILY BACKGROUND). THE AGENCY THEN ISSUES A FACE ID CARD WITH A NUMBER. SOCIAL NETWORKING PORTALS LIKE MYSPACE,FACEBOOK ETC WOULD RECOGNISE THESE CERTIFYING AGENCIES. THE IDEA IS NOT TO HAVE A EXCLUSIVE CLUB BUT TO MAKE SOCIAL NETWORKING MORE SAFE TO PREVENT UNSCRUPULOUS PEOPLE WHO ARE RAMPANT ON ALL SOCIAL NETWORKING PORTALS. THE PORTAL CAN GIVE THESE GUYS WHO ARE CERTIFIED SAFE RATING ON THEIR WEBSITES (THE USER WILL HAVE TO USE HIS DISCRETION). THIS SHOULD NOT BE MADE MANDATORY SO THAT THE SOCIAL NETWORKING PORTALS DO NOT LOSE THEIR CHARM.

RIDICULOUS - This one word does not convey any meaning.
If you are into social networking you will discover theneed for such a card. Many of them are innocent and ignorantand are taken for a ride very easily. We want to have a socialnetworking for a few whose backgrounds are verified. Make Social networking a safe proposition. It may sound rude andanti-social - It is the hard truth and not just - RIDICULOUS
i'm not down with the idea of someone rating me and then posting it all over the place. I don't particularly want the goverment determining what other people think about me. My family backround and fingerprints are my buisness and not something i want to willingly give to every stranger who opens my myspace page. And yes, i see that you considered it optional but it breaks the ice to make ID checks mandatory for something as simple as creating a facebook acount.
Remember - FACE ID is only optional - There is no compulsion -Just to make social net working a little more safe - There aremany limitations in this concept - The biggest hindrance is to geta unbiased non-governmental agency to issue such a card.
Impartial - no such animal.An agency holding all identifying information on individuals - we already have that, and a more incompetent bunch of slack, ignorant and careless fools I have yet to meet. We in Limeyland know all too well the dangers of giving idiots too much of our personal information - you may as well put it on the web.
The problem with any such vetting system is that you cannot use background checking to find out someone's intentions (not to mention that administrative errors occur; innocent people may get lynched).
Finally, if the system is voluntary, the bad guys will just opt out. Duh.
