The idea is to get all the parents together at one place over a weekend. They can bring their toys [which their kids are not using for a long time, or which they want to get rid of] for sale. It would be collective garage sale of Toys by parents. They can sell their toys and buy someone else's toys. The company which is organizing the event would get the commission for sale. The model can be compared to very much with so many internet ventures like eBay. The difference is that Toys are very expensive to ship and they have limited lifespan. Hence it would be easy to sell them off once they are used. If this even is conducted on regular basis than every couple of months there would be opportunity to buy/sell different/variety toys.

These are called "rummage sales", and many charity organizations hold them often. The proceeds then go to whatever charity held the rummage sale.
