Provide public benches with rotating seats. After it has been raining, the wet seat can be flipped over to provide a dry sitting surface.

When the mechanism fails and Auntie Shrew gets injued the lawsuits that follow would put the company that made this out of business in a heartbeat.
There's been a couple suggestions regarding flippable bench seats on this site. While I think a flippable seat is asking for trouble I think there is a solution for the dirty bench.
Whynot have a bench designed like one of those towel dispensers you see in some restrooms, the ones where the towel is rolled up with each use. . .When it is totally gone through an attendant changes it. When you find the bench too dirty or wet you turn a crank to move a clean, dry portion of the fabric to the seating position. In this case perhaps a park worker could simply clean & reroll the fabric.

Or put a transparent plastic canopy over the bench. It would be worth experimenting with.
