Local retired folks with handyman experience visit your house on a scheduled basis to perform the maintenance recommended by the manufacturers of the components in your home. This may involve cleaning, lubricating, adjusting, operating valves, draining or changing filters.
On the first visit to the home a checklist is prepared indicating services to be performed on an ongoing basis using the owners manual for each component.

What's wrong with that work being done by a young, unretired handyman who is trying to feed his family?
Some of that, especially dealing with mechanical systems, especially those involving fire, electricity, or at least certian liability, require a licensed (ostensibly trained) contractor to perform maintenance tasks.
