Sorry, just have to suggest this one:

In areas where privacy and quiet are needed (movie theater, fancy restaurant, whatever) have very localized cell phone jammers. The customers would be notified that the phone won't work in that zone (maybe a specific car on a commuter train, or a section of a waiting area) so that if the customer needs to keep in touch they can choose not to sit there.

Instead of active jamming, what is being researched are passive means like magnetic paint or metallized surfaces. Done properly, it would turn an enclosed area into a Faraday cage
