With tongue in cheek, I suggest the following feature on voice mail systems: the ability to send a mild shock to the caller. It would feel like a weak static shock on the other end.

When someone leaves a message that's annoying, unnecessary, or perhaps an unwanted solicitor, you can press *ZAP (*927) and they would receive a small shock when they next pick up their phone. More zaps = less bad behavior.
