Parking lot owners are not usually the type who would care enough to do such. You would probably have to get the city involved by passing an ordnance. At the San Francisco Airport main lot, you have to pay to get out of the lot even if you can't find a spot.

I don't see this happening. At best, you could probably get a message regarding the number of spots remaining, but even then, only if the lot bothered to keep count. A lot owner is going to insist on something more than a text message to determine who gets priority.
