There already exist cabinets in which you can put folded towels, and they get heated up so you have a nice warm towel. But, no one ever folds their towel after every use, they put it on the rack to dry. What if, you had a towel rack that could heat up your towel for you when you were in the shower, so you have a nice warm towel when you get out? I'm not sure of the mechanism, maybe it would be a pair of heated rollers that the towel goes between (like, you hang it on the top roller, then snap the bottom roller into place so that the towel is between). Of course, there would also have to be a way make the rollers stop and go back the other way once they reach the end (to keep the towel from falling out).
Also, this might be used to heat up other pieces of clothing. Maybe it could also be modified to be able to get the wrinkles out of a shirt or something like that, to prevent the need for ironing (not so sure about this part)

Like the old fashioned washing machine wringers. Just watch your fingers.
Hey, you're in luck! We've had those in the United States for decades. Here's a website that has dozens of manufaturers and styles: http://www.comfortchannel.com/level.itml/icOid/780I don't know if they ship to other countries, but you can give it a try.
I plan to heat my next house with forced hot air, and run the heating for the baths through pipes set up in a towel bar configuration. This, of course, will only heat the towels if the heat's running, but it doesn't cost any extra to heat them this way. It will also have the advantage of drying towels faster after they're used.
