Getting money back on a claim for lost luggage either through a travel insurance company or through a credit card company that promises travel insurance if you use their card is a royal pain in the... What's more is if you are lucky enough to get paid out at what your things were really worth, then often the payment takes a while. In the end, it's usually a waste of money and/or time. How about luggage insurance that could be purchased at check-in or online through an airline and would be paid out immediately upon discovering your bags did not make it to wherever you were flying? Airlines could model out how often they lose luggage on any given flight and offer insurance at close to a break even rates. Insurance could be purchased in increments of $5 for 10x coverage or something like that and people could buy up to a certain amount at the gates. The airlines would have to pay out in cash upon landing if your bag was not there, which they could do from the cash reserves being built up in this program. Further, they’d still have to return your luggage eventually when they found it, just as they attempt to do now. The insurance would hopefully be self funding and would serve as an added incentive for airlines to get luggage delivered on time since they could pocket the cash beyond their necessary reserves. I would happily pay $5, $10 or $20 more on certain flights to guarantee that either my stuff or a pile of cash would be waiting for me at baggage claim on the other end.

Great idea....would add some fun to my travel if I ended up winning some money. Also the airlines would have a strong incentive not to lose luggage.
This is a great idea--I'm sure lost baggage rates would drop dramatically after it was introduced!
Great idea. I only worry that they would not have an incentive to return your luggage if they eventually found it. Afterall, they already incurred the cost of paying out the insurance. Why pay to deliver the luggage when they could throw it away for free?
What about this issue of intentionally losing your bag? (You have someone else take your bag off the carousel.)
This could be additional motivation for airlines to manage the luggage handling process better and avoid potential payoff for lost or delayed baggage. Also some cash to buy essentials if you are away from home.
Might be interesting to use active or passive RFID tags for tracking purposes for a small additional cost which would in turn reduce the policy risk and reduce the overall cost to consumers.
