Why doesn't Home Depot or Loews sell large 55 or 100 gallon polyethylene drums that can be attached to residential gutters to collect rain water. The drums could have a simple overflow valve to allow excess water to drain out. The water collected could then be used to water plants, lawns, wash cars, etc. and reduce residential water usage. The tanks could also probably be hooked up to a hose to make watering/washing that much easier.

I definitely agree with this idea, as my family has used one for decades for this purpose. Although Home Depot and other large home-improvement suppliers might sell if there were enough buyers, I sense that initially people could simply search for recycled water receptacles in their area. Freecycle.org is a good place to begin for finding valuable items that people in your neighborhood are looking to pass on to others.

For 55 gallon drums contact your local soft drink manufacturer, like Coke or Pepsi.

For bigger containers contact a farm goods dealer. They have then as big as 500 gallons.

In Seattle the municipal waste dept. recently started offering subsidized (or maybe free?) rain-water barrels to residents.
