It can be very troublesome if you need to do a meter-parking but do not have enough quarters. How about installing an electronic card reader on the parking meters that can read and deduct money directly from your debit card? This ways, it saves the trouble of preparing quarters and also tracks the vechicles that have parked in front of the meter.

Already exists here in Redwood City, California.
This would be great if it charged only for the minutes used. That is, if it stopped charging when the user came back and made a second card-swipe to say "I'm leaving now."
Hmm. But a lot of parkers would forget that second swipe and then howl at being overcharged. So the meter should offer two options: fixed length and variable length. Only those who'd made a conscious decision to choose the latter would have to "unswipe," so they'd probably remember to do so. also, the meters that were in use could display a flashing message to "please unswipe when you depart!"
