I think that designers should offer adjustable-hem pants that allow women to adjust the length of their pants according to the height of their shoes.
For my last job, I commuted into the city every day and would change my shoes once I arrived at my office. What frustrated me was that I would buy my dress pants long so that they were an appropriate length with heels, but this meant that they were a few inches too long if I wore flats. During the commute, I would try to wear flats and cuff my pants, but the cuffs never stayed and I found myself walking on my pants. While waiting for the train, I noticed some women had come up with their own remedies for the problem. One commuter in particular held the pant cuffs in place with several large binder clips. Adjustable-hem pants would offer a better solution.

This is great! Maybe snaps or buttons on the inside of the pant that would make it easy to adjust the pant to a shorter length would work...
How about gluing Velcro to the inside of the pants in two places, one at the hem and one four inches up? This would shorten the pants by two inches, when turned under. It would not be visible from the outside, unlike a snap.
