Have you ever met someone with just a regrettable name? I think delivery rooms are places where people are under stress and can make bad decisions which can saddle a poor child with a ridiculous name. This can lead to a lifetime of suffering that could easily be avoided by having a cool-headed person who (for a small fee) could persuade parents that the name they are considering for their child is just not in the child's best interest.

Some names should be illegal.
I used to work with a guy who's last name was Schwartz who named his son after his father (Allen) and his wife's father (Scott). He said his kid would probably choke him to death him someday after he was asked to initial something.
Maybe require names to be submitted a month in advance, to provide a cooling off period. Or provide a grace period of a week in which parents could supply a different name, as long as it was a more conventional one.
In many countries, France for example, the state has veto power over names. This is a good idea, provided it isn't exercised in too heavy-handed a manner, prohibiting all innovation.
