Reduce account deficits ?
I'm quite in favor of voluntary world English, but do Chinese want to learn it?
If it is to their advantage to learn English, the Chinese will do so. I understand many of the better Chinese schools already require English proficiency before graduation. Same with Germany. I have known Germans who spoke English better than the average Texan, which is not saying much.
