Why not have a government only Ebay-like site? As a government contractor I see lots of equipment being replaced, but much of it is still very usable and probably a lot better than many people in government have. Some of it is very specific, but very useful if you need it. When we replace equipment (e.g. a color scanner), that old scanner gets stored in our warehouse until the gov comes and takes it to their warehouse. Then it is made available to other Govies, but not many people are really aware of it. I think you have to actually go to a warehouse somewhere to find out about it: very inefficient. On Ebay.gov you post your pictures, let people bid and you are done. The gov already knows how to transfer money agency to agency, so this would just expand on that.

I think if such a site were established, overall bidding rules would change to make items on the site automatic bidders or vendors. Items offered on the site would probably have fixed prices, so there wouldn't need to be a special account for bidding. Even if they weren't fixed price, making an offer wouldn't be any different from placing an order--it would just be a conditional order.

I'm sorry to see so few votes for this. It's probably because people are unfamiliar with the gov't procurement system, and because the idea isn't very "sexy." But it's one of the best I've seen. There's virtually no downside to it--just a little overhead in posting the item-descriptions.

PS: And it could start small, with intra-agency sales. (I wouldn't be surprised if a few such agency-only sites already exist.)
