Many teachers are off in the summer but still would like to supplement their income and many parents have kids who need to be supervised at home. Here is an idea that I guess you could even extend beyond summer.
Why not create a service that matches local teachers with local parents to create a "watch and learn" so to speak. The teachers could be paid as baby sitters and/or tutors. The service would screen all the teachers to make sure they are teachers and would charge a service fee for the screening and matching. Teachers and parents would have to sign off on liability waivers.

Teachers in well-off areas are usually fairly well paid, and they look forward to a real vacation in the summer. On the other hand, areas where teachers are poorly paid would probably not have many people who could afford such a service.
Some areas have summer schools, and teachers are paid extra for this.
People with teaching degrees likely do not want to be cast as "baby sitters". If they really want more income they could probably land a tech job that pays more than teaching does.
