Provide free (or reduced charge) GPS receivers with traffic alerts for commuters (like the functionality of the Garmin Nuvi with traffic sensor, etc.). Can be funded through congestion charges or tolls... The idea would be to provide drivers with early information to re-route traffic around congestion or accidents, for better flow and efficiency. The benefit would be in overall time savings and pollution reduction, so that would be the reason for a broad-based program (rather than free market like we have now). A more advanced concept would be to reward or penalize drivers who do not heed the traffic advice and re-route information. Can be enforced by tracking through the GPS... not expected to be popular, but would provide for better utilization...

So you expect me to buy an expensive traffic-GPS and then if I don't do what it advises, I'll be penalizid?? That's a good reason to Not buy one.
I would think traffic was it's own penalty. Why would I invest money to give up driving freedom at the risk of punishment? Seems to me I'm better off to just get stuck.
When I did work in the city, there was really only one highway-route to downtown from my area, so 're-routing' was essentially driving around the city to pick another of the routes in. They usually took far longer than sitting through a small traffic jam.
I think you may have misread the posting - these would be distributed free to drivers, and paid for via tolls or congestion charges...
Technically, the local traffic conditions would be transmitted terrestrially or by satellite radio sub-channels, The GPS satellite system hasn't the facility for such data.
I am not sure of directly subsidising the units or service (if any), but perhaps have tax benefits for owning such a system.
