You want people to read more and as a result better then make reading illegal. Just like during the 1920\\'s when alcohol was illegal and people were paying exorbitant amounts of cash to drink the drink. Make books and reading illegal. Speak easy reading rooms would become cool. Literacy rates would reach 100%. Reading stories out loud in secret caverns would be the cats meow. Oh at the same time you might want to do something about the imbecilic spelling in English.
