Bring back what once was call a chain gang, Our roadways and surrounding areas seem to be a complete cluttered mess with garbage after a spring thaw. Have you ever had a flat tire or had car trouble where you were stranded and almost out of complete boredom had time to notice how much litter is strewn on the sides of the highways around larger cities?instead of letting low level convicts do push ups and watch tv in their air conditioned cell all day put them to work ten hours a day cleaning up the cities we live in. thus getting something for our tax dollars.

It's interesting that a community problem must be solved by slave labor.
As for the convicts, I agree with sand--i don't think slave labor is good and I think just as with children, if you make work a penalty, then they won't want to do it and hence will avoid working to be productive in society later.
I want to see a method to collect that trash and burn it as biomass to make power.
I imagine a semi with a great-big controllable arm with a vacuum hose and a mower blade. The truck would travel down all of the road-shoulders and mow-up and suck-up all of the weeds and trash until it was full, then drive to the power-station.
It wouldn't Have to be waste to energy, but I think fifty years from now, they'll wonder why we buried perfectly good fuel, while we mined coal. The trash decomposing will still make CO2, so that's no argument. When put in a fluidized-bed waste-to-energy generator, the metals and glass are recoverable too. One major argument is the burning trash makes dioxin--but don't landfills produce it too?
And we need to convince smokers that butts are litter and they shouldn't throw them out.
You missed the point, i am sure many low level criminals would LOVE to see day light and different scenery other than a prison yard or cell. I am not sure your words of slavery are suited for the answer.
