all new cars will be equiped with a system that hooks up with a data bese that tracks all current auto insurance policies.when the ignition is turned on the cars computer runs a check to see if the car is insurance policy is current if it is it will start if it isnt then it will not start....this will keep all uninsured veicals off the road

There are just too many vulnerabilities that present themselves...communications and geography coming to mind right away.
Unfortunately there is no law prohibiting uninsured vehicles from being turned on. So such a thing could not be put in a car. As a car is private property. And the owner can idle it if he so chooses regardless of insurance status.
