There should be a foot- or infrared-operated sink just inside from the waiting area where you can wash your hands before being seated or going to the buffet. It's important enough to have clean hands before eating, that you shouldn't have to enter the restroom if all you need to do there is wash your hands.

Washing hands has been cited by many health experts as important in defeating the spread of diseases. This is a very good concept as hands are continually touching objects common to a public that has a percentage of disease carriers. I wonder if food providers would be willing to devote expensive commercial space without legal enforcement.
Plumbing would be expensive. How about, instead, a chamber into which diners could stick their hands in order to be bathed in a 15-second (say) burst of harsh-type ultra-violet light. That would kill most germs.
This is an excellent idea. I know they require "sneeze guards" over buffet lines. I believe some places require a fresh plate every time you get seconds. I think it would be good if they made a law requiring a sink for hand washing that is not in the restroom.
