since were using wind-tubines for energy...how about using some kind of pedal-turbine in rivers....you can put plenty of these things in rivers side by side and in front or behind....put them on lines and string them behind the niagra falls before the fall.....nothings gonna stop that flow..i geuss there might be efficiency issues...but i seen some guys making turbines to put in the jet stream....made me wonder....

Niagra Falls is way ahead of you.
To expand:
There are more efficient means to collect power from a flowing river than a paddle, for a usable scale. And it needs to be an adequately sized river, little streams are worthless for power generation.
Then there is the issue of building the plant and the infrastructure to deliver the power to its users. In that, there is a lot of politics, and sometimes the politics just doesn't let it happen.
