In the United Kingdom potable water is provided by private companies. An American company named Bechtel had privatized water. Why not have public enterprises or private companies that charge a little more for potable water. There would be a selection of the type of water. As fuel costs vary from the most expensive premium, extra and regular. There could be regular water that have been filtered once only through water treatment plant. Also there could be the expensive brand called premium this type of potable water would be fresh water. This fresh water could be pumped up as groundwater from underground or glaciers from the Arctic. This premium water will be going through both the water treatment plant and a desalination plant; the premium brand could be about twice as expensive compared to regular. Some tariff would be put in distributing water when taking it from the oceans since it's not anyone's water. These organizations will try to make sure no industrial pollution is permitted either major shipping of oil decreasing the chances of oil spills in the ocean.

We already have bottled water. That's not premium enough for you?
It depends on your location, of course, but I have read analyzes by experts which indicate that bottled water is, in many cases, no better than tap water and in some cases, worse.
it sounds like you are saying that different grades of water should be available through your tap, and therefore through the regular water infrastructure. if this is the case, think of the cost of running seperate lines to carry each type of water, completely rebuilding the burried infrastructure, digging through and rebuilding almost every road, and the cost of the millions of miles of pipe. do you really think this is feasable. there is a reason that if you want better or just diffferent water you have to buy it packaged.
You could have your choice of waters delivered to your home by truck, the same way one gets heating fuel delivered, in some places.
But I don't like that. Buying bottled water (in big bottles) is the farthest I'd go, if I were so inclined not to drink the available tap water.
