Why not have everyone pay for e-mail. So each time you e-mail someone a special software would charge a fee to your account. Large volume e-mailers would pay a higher premium. ISPs can reduce the monthly fees to compensate for the e-mail fees.

As an added provision, set up a system where authentication is performed between e-mail servers to avoid e-mail theft.
