The alcohol that keeps the ink at the right consistancy evaporates over time. What I do is put about four drops of methyl alcohol in the ink tube, stand it tip down for a couple of weeks, and your set for more years of good writing. If your really brave and careful, you can pull the metal tip out of the plastic tube and add about four drops of alcohol to that end. This will speed up the process. Give the alcohol a few days to move through the ink supply. Be ready to be amazed.

One trick we used in school is to heat the tip with a cigarette lighter.
Generally though, most ball point pens are throwaway items. The ones that aren't, can gave the ink unit replaced.
