It would be nice to have a service that provides a list of LICENSED contractors, since I've been ripped off so many times by unlicensed contractors.

Where do you live, there are many resources available?
I live in Southern California.
There is a FREE service in SoCal, this is the website: http://www.network4construction.com/ all you need to do is submit your basic information and they match you with at least 03 licensed and highly rated CONTRACTORS to bid on your project.
check out angie's list, it's a great contractor rating site, where contractors have to be listed by customers, they cant even get on it on their own. angieslist.com
Actually there are literally dozens of these referrel services on the internet. Most of them are commercial - the contractors pay to get the referrels. Angie's List doesn't. However, you do need to pay a membership fee to use it.
