When buying a used car, the manual is usually not included. But it would be very helpful for the buyer to have it--or at least not to have to order a new one. (And sometimes these are no longer available.) Therefore, I suggest that each car be provided with two manuals, one for the car and one for the house. The in-car manual would thus usually be available to the second-hand buyer.
Two-manuals per car could even be mandated as a safety regulation, because car owners should be informed of proper procedures for operating their vehicles--and they won't be, usually, if the original owner was given only one manual.
