Why not have a DVD rom sealed and supplied by the DVD rental firmswhich destroy(Scratch the DVD so that it does not play the secondtime) the DVD when it is ejected after viewing. A new DVD isissued only when the scratched DVD is returned.

For what purpose?
If you mean you want to issue a disc and have it playable in a limited non-reversible fashion, and not expect it returned, or it be returned in an unusable fashion, they do have self destructing discs which have a layer which darkens when exposed to air (they come in an air sealed package).
If something were to scratch a disc, it would be the player, and I wouldn't want a player that could potentially scratch the discs that are fully mine.
It would also destroy or devalue the disc, and create unneeded garbage (although it could be recycled).
These should be special DVD roms supplied by the Rental video comapnies andplay your DVDs use your own DVD player. The DVD's supplied by rentalcompanies should not be palyable in a regular DVD rom.
If you mean playable on a standard DVD player but not a PC DVD drive, it is impossible to make a video DVD that will play on a standard dvd player but not PC. The DVD standard would need changed, as well as billions of players (or at least the players that subscriber to the rental service in question would have to get, but the last company that tried that failed royally).

I am talking about a totally new DVD format which will be used only byrental dvd comapnies. The dvd comapnies can give the subcribers a plug in card, without which the DVD will not play.
What is it you want, play once DVDs (self destructing oxi-dye)), or play limited/many time DVDs that play only on your custom player (search for Circuit City Digital Video Express).
If I wanted customers returning discs, I'd want them to be full featured standard discs, even if the can be played on PCs, which I could send out to other customers again and again.
If I wanted a non-return disc service, I'd use the time limited dye discs.
I have to ask, what is the problem with renting and returning standard DVDs?
