I suggest an online museum that would have slideshows of photos of collections submitted by individuals. Collections would need to be rated by viewers in order to enable future viewers to avoid the stinkers. Even individual items could be rated, and viewers could choose to view only the top-rated items in a collection in their first scan of it. If they liked the top cut, they could click on a "show me more" button.
It would be a natural to be ad-supported, because of the topical focus of each collection and the way it would attract viewers interested in that topic.
It would help if some high-profile and prestigious organization put its imprimatur on such an site. But even without it, I think it could be wildly popular in short order.
Another neat advantage: Artists could "showcase" their work on it. I'm sure there are sites where that can be done at present, but these aren't sites that would ever attract a large audience, the way an omni-topic site would.

PS: I suggest Google as the sponsoring organization. It could put this over the top in a hurry.
Another sponsor, perhaps a better one, would be a photo-sharing site like Flickr.
Doesn't need to be Google, or even Ad generated. Wouldn't people want to buy prints? I see this as a good website to start for someone with a high quality printing press. Photographers then would have motivation to post on the site. Soon enough you have people that work for this site as a "contractor" for a living
Haven't looked but I guarantee this sort of thing exists.
