Whenever traffic needs to merge bottlenecks are created. This happens in regular traffic flow and in times of construction. The self-regulated alternate merge technique is very inefficient due to the varying assertiveness of drivers and the pauses that must be introduced to help predict what drivers are going to do next.
I suggest using traffic lights (only when the flow of traffic is reduced below a certain threshold) to control the merge. Each lane would get a time slice that would allow a large number of cars from that lane to pass without the need to slow down to see what others are doing. On highways they could be hung overhead. In construction areas, temporary pole-mounted lights could be placed at the point of merge. Police and firemen could keep portable version in their vehicles to put up at the sight of an accident. Portable versions could be a simple mechanical device that controls "stop" and "go" signs on either side of the pole.
