The GPS receiver needs to "see" the satellites. Not easy in the hold of an airplane (often in a luggage container) or a holding/sorting facility someplace.

It also needs to report its location, which will involve a transmitter of some sort, which likely needs turned off, and won't work everywhere.

I believe they do track well with bar codes on the luggage and the container.
