Goals, not time-US out of Iraq

I understand that the current US administration is uneasy with setting a 'timetable' to remove troops from Iraq, because in x-amount of time, the situation may not be what we think of as peaceful, but I think the whole world would benefit from setting some concrete, real goals that would trigger removal of US troops at specific levels.

For example, when there were 60 bodies in the streets every morning, we instituted the 'surge'--so we've already had a goal-based system for increase. This would be the reverse of that policy.

For example, if the weekly body-count is less than five for four-weeks-running, then we'd start removing troops to a specific lower level. If three sheiks sign an armistice to cooperate, we'd remove x-more troops. If there were no instances of IED's for two weeks, we'd start removing x-more.

I'm not in the 'thick' of this, so my examples may be wrong or naive, but I think you can understand my idea from this. You tell me what the goals ought to be.

I think the USA needs to show the world that, yes, we do intend to leave. I think the US government should demonstrate to the taxpayers that, yes, we do intend to stop wasting your money...

Republican or Democrat, Obama or McCain, we need to get out of that country, but we need to leave it as a stable country.

If we announced publicly that we would leave if the violence reached a certain level, I wonder if the insurgents would stop fighting, wait for us to leave, and then start right back up? Personally, I would be perfectly happy if it went that way. At least we would be out of there and could say that we weren't defeated. I have a feeling that if we made such an announcement, certain elements in the insurgency would do their best to prevent the violence from reaching the threshold to prevent us from leaving. For some, jihad is their way of life. If we leave, their jihad might fizzle out. Personally, I would like the US govt to just say we've done all we can do, it's time to go home.
