The Panama canal has locks because the Atlantic & Pacific oceans are at different heights.I have been through the Panama & was amazed at the height difference that the huge liner I was on was lifted through.Surely a pipe could be laid that generated hydro power from this difference in ocean levels. In a similar way why not channel water from the Mediterannean(near Tel a Viv?)either above ground or underground or a bit of both to the Dead Sea that is the lowest place on earth.This would achieve 2 good things that I can think ofa/free hydro powerb/replenish the drastically depleted Dead Sea

Yes, this would work, but there is a drawback. The potential energy is already being used to move the water out of the locks. If you used some of the energy to generate electricity, then there would be less energy to move the water. As a result, it will take longer to drain the locks. As you no doubt noticed, it takes a long time to get through the canal as it is. BTW, I believe they actually do use a hydroelectic generator to provide the electricity to power the equipment at the locks.
