For many people with lack of self-discipline, if cash is in their wallets, it is too easy to spend it. I suggest a wallet that locks the cash within and only gives the owner access to the cash if the owner can press a button on the wallet repeatedly for 5 minutes. The amount of time the owner has to press this button repeatedly can be customized to suit the wallet owner's severity of shopping addiction. Obviously to customize the amount of time needed to open the wallet needs to be difficult.

Perhaps a credit card that explodes if the amount spent exceeds a desired quantity would be more dramatically effective.
I think a better solution is to only carry a couple of dollars cash.
If it's something you really need, you can use a card, but not use it much.
I think a wallet as you described would require a battery, a processor, a mechanical lock. It would be easier to put a money-slot in your cell-phone. Maybe a cell-phone wallet?
kinda like count to 10 when youre angry? lol its pretty silly but i like it.
