Cell phones can have an option of using it as a wireless mic.In a large conference/meeting this option will be boon to theaudience to interact with the chair/members. This facility can be misused by the audience, safety features can be added toovercome this.

A Cellphone itself is cumbersome to use, plus would require extra circuitry to not use the cell network,and at the PA system to use it, as well as extra configuration of the phone and PA system.
