I see cars every day with advertisments painted on them. Why cant you have a digital version of that and maybe not even limited to advertisments. Have one that says "Homecoming" or "just married" or even a custom messsage and can even be activated by a button in the car.

It would be expensive, but you could no doubt put a LCD monitor on the outside of a car.
At least one variations of this idea has already been posted on this site. Unfortunately, it's getting to the point that it's hard for new-comers to check the old post to see if their idea has already been submitted. There's just so many of them and there's no search engine to help.
I you are talking of a programmable LED dot-matrix strip, possibly doable, but likely a distraction and a declared an illegal safety hazard in places.
Psuedo digital signs could use strategically built OLED, EL, and E-ink, or combinations thereof.
