Have a few people respond to "Fullbreed Pets for sale" adds that will check to see if the sellers are registered animal breeders. Since most dogs/cats are selling for hundreds of dollars each, and this income is NOT submitted to the IRS, that means a crime is being permitted. So, every seller illegally selling pets should be fined AND PROSECUTED! This would either cuase more income to the state or stop breeders from "over breeding" these poor pets. Overbreeding is paingfull to the amimal and leads to numerous health issues that are so exspensive that many owners can't afford to lessen the animals pain or they give them up. NOT FAIR to the pet!!! A few employed investigators could make a HUGE difference in this awful situation of over population. A Pet , like a child, should be an honor. And breeders should pay taxes on their income whether it's a animal or food or home appliance, or a bar of soap!! Everyone else that sells an item to the public for $1.00 pays a tax on it, right? So "why" shouldn't all these ads for $500 + pets getting away without paying anything? Register them, Tax them, of fine and arrest them!!! There would be less suffering for the animals AND the Owners if just a few would stop this crap from continuing!! EVERYONE KNOWS someone that has paid hundreds of dollars to a breeder and ended up giving the pet away while the breeder never is monitored or taxed for anything!! And still they breed.....

TMD, Reading your post, I suspect there is a specific breeder or person you're thinking of. The IRS rules say something like if you make less than $650 a year from an activity, it doesn't have to be reported. You're saying $500 a dog, so I expect they break that limit, so by all means, report them. Me, I'm not a fan of taxes or the IRS. I have mixed-breed dogs and I've never paid for a dog. They're just as good of dogs as purebred. If more people had my attitude, no one would pay large sums for dogs and you're tax problem would be solved.
As for 'overbreeding,' I'm pretty sure that in the wild, every time a coyote bitch goes into estrace, a male covers her. I've never heard of overbreeding, but I really doubt it is as detrimental as you indicate. One-hundred years ago, this same system worked for people--my Grandma was one of eleven kids, Grandpa one of fourteen. I think overbreeding--or having too many kids does have a toll on females, but it definitely qualifies as an evolutionary strategy, contributing to the survival of your particular line--something we're all programmed to pursue.
