Could SatNav technology be married to existing collision avoidance technology?What if every vehicle on the road could sense the positions, direction and speed of every other vehicle within a quarter mile radius. When the SatCAv calculated that your vehicle was on a possible collision course with a vehicle approaching from another road it would take over the braking of the car and slow you down accordingly. The SatCAv would force every vehicle to keep an appropriate distance from its neighbours. If a car was driving erratically and making dangerous passing maneuvers, all the other cars' SatCAvs in the vicinity would go into a state of high alert.

Absolutely all do-able. What you've described in the first part sounds exactly like what will be required for planes over the next ten years, called ADS-B. It's expected to cost $8000 per plane.

As for the second part, the robotic car is in the works too.
I just don't think I'd ever want to pay for this and I don't know if I'd like the car having the ability to 'take over.' Every system you add to a car breaks eventually. So trusting my life to a system that will break is not reassuring.
The processing power of thousands of autonomous human brains in traffic is incomparable. I believe that thinking drivers will out-wit computers, especially 'central planning' systems for a long time.
Within normal operating margins the vehicle would be under your complete control. Only when you enter the margin of impending life-threatening collision should the system take over. Imagine a junction where a car is about to speed through a red light. Another car is about to cross its path. If the situation is allowed to continue for 2 more seconds the result will be, almost certainly, a fatal collision. SatCAv would have predicted the situation and slowed both cars down just in time to avoid tragedy.
